A wonderful work-at-home idea is to work for a network marketing company. You can get started for under $60 and you can build your business on your own time however you want to: Retailing, Fundraising, Residual Income, etc. What's nice is that some company's don't require a monthly minimum sales amount and give you the freedom to grow your business as fast or as slow as you want and give you all the training and support you need. Find a product that you love first and start from there. I have an at-home business with Natural Gourmet Candles made here in the US and I love it!
